In Medellin, Cebu Province, Philippines an Escaped Fugitive called the Warden and asked the Warden to come pick him up and take him back to Jail. Kim Invento had escape from Jail a few days earlier and was prepared to go back. Invento was afraid that his escape would result in punishment for the entire Jail Population, and he was seeking some protection from this. The bigger question, of course, is how did he escape. Answer? He walked out.
The Philippines has an "Open Door" Policy as it relates to coming and going in their Prisons.
A few months ago, three Chinese Drug Dealers who spoke no English and no Tagalog were imprisoned. They bribed one guard who help them serve a "drug laced" stew to the other Jailers, and they walked out. A few weeks later, another Group of Prisoners saw a hole in the Roof and climbed out. Who knows where they go the "saw."
